app/vmauth: properly inherit user-level options at url_map when url_prefix isnt set at the user level
The following user-level options must be unconditionally inherited by url_map, since this is what most users expect: - retry_status_codes - load_balancing_policy - drop_src_path_prefix_parts - discover_backend_ips Updates https://github.com/VictoriaMetrics/VictoriaMetrics/issues/7519
