For example, -fooDuration=',10s,' is now supported - it sets three command-line flag values:
- the first and the last one are set to the default value for `-fooDuration`
- the second one is set to 10s

app/vmauth: add support for hot standby mode via first_available load balancing policy
...
vmauth in `hot standby` mode sends requests to the first url_prefix while it is available.
If the first url_prefix becomes unavailable, then vmauth falls back to the next url_prefix.
This allows building highly available setup as described at https://docs.victoriametrics.com/vmauth.html#high-availability

lib/flagutil: specify additional description for all Array type flags ( #620 )

Array type flag is now defined as `value` type in flag description when printed.
This change adds additional description to every Array type flag so it would be
clear what exact type is used:
```
-remoteWrite.urlRelabelConfig array
Optional path to relabel config for the corresponding -remoteWrite.url
Supports array of values separated by comma or specified via multiple flags.
```
