This is follow-up after
75196d7234
It updates some of the alerting rules to remove unnecessary aggregations.
It keeps aggregations for expressions which are using multiple time series
filters to make sure their label will match.

The new rule for vmalert supposed to detect groups that miss their
evaulations due to slow queries.

The default list of alerting rules contains the basic
rules for checking vmalert's health state and is recommended
to use for monitoring vmalert deployments.
