all: consistently use 'any' instead of 'interface{}'
'any' type is supported starting from Go1.18. Let's consistently use it
instead of 'interface{}' type across the code base, since `any` is easier to read than 'interface{}'.

lib: consistently use f-tests instead of table-driven tests
This makes easier to read and debug these tests. This also reduces test lines count by 15% from 3K to 2.5K .

While at it, consistently use t.Fatal* instead of t.Error*, since t.Error* usually leads
to more complicated and fragile tests, while it doesn't bring any practical benefits over t.Fatal*.

lib/promscrape: optimize service discovery speed
- Return meta-labels for the discovered targets via promutils.Labels
  instead of map[string]string. This improves the speed of generating
  meta-labels for discovered targets by up to 5x.

- Remove memory allocations in hot paths during ScrapeWork generation.
  The ScrapeWork contains scrape settings for a single discovered target.
  This improves the service discovery speed by up to 2x.

 Basic, token and tls auth supported.
 Added tests for labels generation.
