lib/promscrape: support prometheus-like duration in scrape configs (#2169)
* lib/promscrape: support prometheus-like duration in scrape configs

The change allows to specify duration values like `1d`, `1w`
for fields `scrape_interval`, `scrape_timeout`, etc.
