- Round staleness_interval durations to the upper number of seconds. This should prevent from under-calculations for fractional staleness intervals. - Rename stalenessInterval field at *AggrState structs into stalenessSecs, since it holds seconds. Updates https://github.com/VictoriaMetrics/VictoriaMetrics/issues/4667
