* The solution libraries do not need a config file like the applications.
In fact the config file of XenAdminTests was mostly an unneeded copy of the
XenAdmin app.config; the NUnit setting has moved to the AssemblyInfo in NUnit3.
* Removed unused XenOvfApi settings.
* The constants in the Settings were largely not configurable, hence I moved them into the code.
The ones marked with TODO will be revisited within CP-32779.
* Removed config file from library XenOvfApi. Restored broken cryptography algorithm lookup.
(The list of algorithms had been removed from the Settings within the fix to CA-350574).

- On the dialog show the next run time in both the client's and the server's local time zone.
- On the VMSS frequency page allow the user to pick the schedule in the client's
local time zone and show then next run time in both the client's and the server's local time zone.
- Refactoring to fix workflow and class design, reduce amount of code and simplify logic.
- Various layout improvements.

Refactored redundant IP Address parsing code from XenAPI-Extensions/VIF.IPAddresses and XenSeach/Common.IPAddressProperty into the FindIpAddresses method in the Helpers class to handle multiple networks on a single line with a separator. Added unit tests.

* CP-27819: Manually setting the ToolsVersion to 15.0 (VS2017) in all .csproj files for consistency and to attempt to enforce consistency of dev environments with the explicitness of the msbuild scripts as used in the build environments.
Auto updated as many of the .sln and .csproj files as VS2017 was willing to do https://docs.microsoft.com/en-us/visualstudio/ide/reference/upgrade-devenv-exe?view=vs-2017 and included changes to the gitignore to ensure that the update report and backup files are not included in the repo.
* CP-27819: Tidying up by removing FileUpgradeFlags, OldToolsVersion and UpgradeBackupLocation nodes from the .csproj files as they are produced as hints for how to revert project upgrades for which we can use version control.
* CP-27819: Removing redundant "ManifestCertificateThumbprint" and "ManifestTimestampUrl" nodes from project files "mk\sign.bat" has been used for this purpose for some time now.
* CP-27819: Updated readme to reflect that VS2017 is now in use.

In theory, these should be added on the SDK side, but at the moment it is

- Try to get the analysis progress from cis (as an integer value representing percentage 0 - 100). If this function returns a valid progress less than 100, then we don't try to get the report analysis and continue to display "Analysis not yet available"
- If the progress is 100 then we get the analysis result and display it
- If the progress cannot be obtained, then we try to get the analysis result; If an empty result is obtained within 10 minutes from the upload completion, then we assume that the analysis is still in progress and continue to display "Analysis not yet available"

All tests now pass, via a combination of
a) Use more up to date databases
b) Delete obsolete tests
c) Edit the version number in the databases (these should be fixed later)
